Welcome back!

Citizens of the World has been on hiatus for over a year. But we are back now, and we are excited to once again bring news of local, national and international importance to you, our informed public.

As in the past, our focus will be on topics including international trade, finance, immigration reform and workplace enforcement, and the general impacts of these on local and statewide politics. Our efforts are to help educate our readers so they will be better informed about these increasingly important subjects.

In addition to our past contributing commentators, new voices will be added to the site. The first new voice will be Ms. Susy Diaz, a community leader and commentator, who has joined the firm as a paralegal and will opine on many relevant topics of community interest. Please wish Susy a hearty welcome as we look forward to the significance of her empirical contributions.

Many of you will recall the topic of workplace enforcement and the anticipated threats that these policies would have on businesses, communities, and undocumented workers. As expected, the new administration is now moving forward in a predictable way. The merits of these policies are not of concern here today, but rather, our objective is to present updated information and to publish the guidelines put in place since the last edition.

Click here to view the guidelines. They are contained in an official announcement from the Department of Homeland Security's ICE unit. Please visit www.alzucaro.com/archive to refresh your recollection of the previous article, The ICEMAN Cometh.

With the release of new enforcement guidelines, the department's focus shifts from unauthorized workers to employers. This focus can be seen as the basis of DHS' efforts going forward - tougher workplace enforcement targeting employers.

Read the guidelines carefully: they may actually provide good news for employers trying to comply with the law. The department seems to make a distinction between culpable employers and those trying to play within the rules.

Make no mistake: the ICEMAN HAS COMETH, and this fact emphatically highlights the societal importance for Congress to step up its efforts and address comprehensive immigration reform--- the sooner the better.
